ST PETERSBURG, Russia, (Reuters) - President Vladimir Putin accused some of Russia’s “quasi-partners” on Monday of counting on the country’s collapse by cutting its banks off from the global financial system at a time when oil prices had plunged.


“After the fall in oil prices from $100 a barrel to 50, 160 billion out of 500 did not come into the economy,” he said, apparently counting in dollars.Speaking in Russia’s second city of St Petersburg, Putin said they had been proved wrong and the economy had easily weathered the crisis, deepened by Western sanctions imposed to punish Moscow over its policies in Ukraine.


“It’s a big figure. And at the same time our quasi-partners limited access of our banks to refinance on the European markets.”


Putin did not make clear what he included in his calculations. Russia has lost income because of a fall in export revenues in dollar terms, a sharp decline in foreign investment and capital flight.


“Apparently someone was counting on some sort of collapse,” Putin told lawmakers. “No collapse happened. The Russian economy is easily overcoming these artificial barriers … The peak of (debt) payments has passed. If someone counted on causing some kind of collapse, nothing came of it.”


Putin and his government have become increasingly upbeat about the economy, lauding a recovery of the rouble which, after falling by around 40 percent last year on weak oil prices and sanctions, has firmed by about 15 percent this year.


But Russia is slipping into recession and consumers are hurt by double-digit inflation, spurred by a ban on Western food imports imposed in retaliation to the Western sanctions.


Russian Prime Minister Dmitry Medvedev said earlier this month that Russia had lost 25 billion euros from sanctions, or 1.5 percent of gross domestic product, but could cope with the “new economic reality”.

This is an excellent analysis of what has transpired economically in Russia over the last 20 years, and a call for dramatic changes.

In 2014, the Western offensive to isolate, encircle and eventually undermine any possibility of an independent Russian state went into high gear.

The US financed a civil-military coup ousting the elected regime of President Viktor Yanukovytch, who had opposed EU annexation and NATO affiliation. Washington imposed a puppet regime deeply hostile to Russia and ethnic Russian-Ukrainian citizens in the southeast and Crimea.

Russian opposition to the coup and support for pro-democracy federalists in the south-east and Crimea served as a pretext for Western sanctions in an effort to undermine Russia’s oil, banking and manufacturing sectors and to cripple its economy.


Imperial strategists in Washington and Brussels broke all previous agreements with the Putin Administration and tried to turn Putin’s oligarch allies against the Russian president by threatening their holdings in the West (especially laundered bank accounts and properties).


Russian state oil companies, engaged in joint ventures with Chevron, Exxon, and Total, were suddenly cut off from Western capital markets.


The cumulative impact of this decade-long Western offensive culminating in the current wave of severe sanctions was to provoke a recession in Russia, to undermine the currency (the ruble declined 23% in 2014), drive up the cost of imports and hurt local consumers.


Russian industries, dependent on foreign equipment and parts, as well as oil companies dependent on imported technology for exploiting the Arctic reserves were made to feel the pain of ‘Putin’s intransigence’.


Despite the short-term successes of the US-EU war against the Russian economy, the Putin Administration has remained extremely popular among the Russian electorate, with approval ratings exceeding 80%. This has relegated Putin’s pro-Western opposition to the dust bin of history.


Nevertheless the Western sanctions policy and the aggressive political – NATO military encirclement of Russia, has exposed the vulnerabilities of Moscow.


Russian Vulnerabilities: The Limits of Putin’s Restoration of Russian Sovereignty


In the aftermath of the Western and Russian oligarch’s pillage of the Russian economy and the savage degradation of Russian society, President Putin pursued a complex strategy.


First, he sought to differentiate between ‘political’ and ‘economic’ oligarchs: the latter included oligarchs willing to co-operate with the government in rebuilding the economy and willing to confine their activity to the generous guidelines set forth by President Putin.


They retained enormous economic power and profits, but not political power. In exchange, Putin allowed the ‘economic’ oligarchs to maintain their dubiously-acquired business empires.


In contrast, those oligarchs who sought political power and financed Yeltsin-era politicians were targeted – some were stripped of their fortunes and others were prosecuted for crimes, ranging from money laundering, tax evasion, swindles and illegal transfer of funds overseas up to financing the murder of their rivals.


The second focus of President Putin’s early political strategy was to deepen Russian cooperation with Western states and economies but on the basis of reciprocal market exchanges rather than one-sided, Western appropriation of Russian resources prevalent under Yeltsin.


Putin sought to secure greater political-military integration with the US and EU to ensure Russian borders and spheres of influence. To that end, President Putin opened Russian military bases and supply lines for the US-EU military forces engaged in the invasion and occupation of Afghanistan and he did not oppose the EU-US sanctions against Iran.


Putin acquiesced to the US invasion and occupation of Iraq, despite Russia’s long standing economic ties with Baghdad. He joined the five powers ‘overseeing” the Palestine – Israeli ‘peace’ talks and went along with Washington’s one-sided support of Israel. He even gave the ‘green light’ to the NATO bombing of Libya, naively assuming it would be a limited affair – a ‘humanitarian’ intervention.


As a result of Putin’s political and diplomatic collusion with the Washington-NATO military expansion, Russian trade, investment and finance with the West prospered. Russian firms raised loans in Western capital markets; foreign investors flocked to the Russian stock market and multi-nationals formed joint ventures.


Major oil and gas ventures flourished. The Russian economy recovered the living standards of the Soviet era; consumer spending boomed; unemployment fell from double to single digit; salaries and back wages were paid and research centers, universities, schools and cultural institutions began to recover.


The third component of Putin’s strategy was the state recovery (re-nationalization) of the strategic oil and gas sector. By outright purchase and buy-outs, through financial audits and the confiscation of the assets of gangster oligarchs, the Russian state takeover of oil and gas was successful.


These re-nationalized sectors formed joint ventures with Western oil giants and led Russian exports during a period of peak energy demand. With the rise in oil prices over the Putin decade, Russia experienced a consumer-driven import boom – from agricultural commodities to luxury jewelry and autos… Putin consolidated his electoral support and deepened Russia’s ‘integration’ in Western markets.


Putin’s expansion and growth strategy looked exclusively westward to the EU and US, and not east to Asia/China or south to Latin America.


With this focus on the West, Putin’s initial tactical success began to expose Russia’s strategic vulnerabilities. The first signs were evident in the Western support for the corrupt oligarchs’ anti-Putin campaign and the media’s demonization of the Russian judicial system which prosecuted and convicted gangster oligarchs, like Mikhail Khodorkovsky.


The second sign was the West’s financial and political support of the Yeltsin-era neo-liberals competing against Putin’s United Russia Party and candidates…It became clear that Putin’s effort to restore Russian sovereignty conflicted with the West’s plans to maintain Russia as a vassal state.


The West favorably counterpoised the Golden Years of unrestrained pillage and domination of the Yeltsin period to the Putin era of an independent and dynamic Russia – by constantly tying the Russian president to the defunct Soviet Union and the KGB.


In 2010, the US encouraged its client, President Saakashvili of Georgia to invade Russia’s protectorate in South Ossetia.


This was the first major indication that Putin’s accommodation with the West was counter-productive. Russian territorial borders, its allies and spheres of influence became Western targets. The US and EU condemned Russia’s defensive response even as Moscow withdrew its troops from Georgia after applying a sound beating.


Georgia was a militarist dress rehearsal; one of several western planned and financed coups – some dubbed ‘color revolutions’ other’s NATO ‘humanitarian interventions’. Yugoslavia in the Balkans was fragmented by NATO bombing and Ukraine had several ‘color’ uprisings up to the present bloody ‘civil war’.


Washington and Brussels interpreted Putin’s series of conciliatory measures as weakness and felt free to encroach further on Russia’s frontier and to knock off regimes friendly to Russia.


By the middle of the second decade of the new century, the US and EU made a major strategic decision to weaken Russia’s security and its economy sovereignty: to seize control over Ukraine, expel Russia from its Black Sea military base in Crimea, convert the Ukraine into an advanced NATO outpost and cut Eastern Ukraine’s economic ties with Russia – especially the Russian market for the strategic Ukrainian military weaponry.


The coup was financed by the West, while far-right and neo-Nazi Ukraine gangs provided the shock troops .The Kiev junta organized a war of conquest directed at purging the anti-coup, pro-democracy forces in the southeast Donbas region with its Russian ethnic majority and heavy industrial ties to Russia.


When Putin finally recognized the clear danger to Russia’s national security, his government responded by annexing Crimea after a popular referendum and started to provide sanctuary and supply lines for the embattled anti-Kiev federalists in eastern Ukraine.


The West exploited the vulnerabilities in the Russian economy, which had resulted from Putin’s development model, and imposed wide-reaching economic sanctions designed to cripple Russia’s economy.

Western Sanctions, Russian Weakness: Rethinking Putin’s Strategic Approach
Western aggressive militarism and the sanctions against Russia exposed several critical vulnerabilities of Putin’s economic and political strategy. These include
Dependence on Western-oriented ‘economic oligarchs’ to promote his strategy for Russian economic growth;
Acceptance of most of the privatizations of the Yeltsin era
Decision to focus on trade with the West, ignoring the China market
Embrace of a gas and oil export strategy instead of developing a diversified economy
Dependence on his allied robber-baron oligarchs – with no real experience in developing industry, no true financial skills, scant technological expertise and no concept of marketing – to restore and run the peak manufacturing sector


In contrast to the Chinese, the Russian oligarchs have been totally dependent on Western markets, finance and technology and have done little to develop domestic markets, implement self-financing by re-investing their profits or upgrade productivity via Russian technology and research.


In the face of Western sanctions Putin’s leading oligarch-allies are his weakest link in formulating an effective response. They press Putin to give in to Washington as they plead with Western banks to have their properties and accounts exempt from the sanctions. They are desperate to protect their assets in London and New York.


In a word, they are desperate for President Putin to abandon the freedom fighters in southeast Ukraine and cut a deal with the Kiev junta.


This highlights the contradiction within Putin’s strategy of working with the ‘economic’ oligarchs, who have agreed not to oppose Putin within Russia, while transferring their massive wealth to Western banks, investing in luxury real estate in London, Paris and Manhattan and forming loyalties outside of Russia.


In effect, they are closely tied to Russia’s current political enemies. Putin’s tactical success in harnessing oligarchs to his project of growth via stability has turned into a strategic weakness in defending the country from crippling economic reprisals.


Putin’s acceptance of the Yeltsin-era privatizations provided a certain stability in the short-run but it led to the massive flight of private capital overseas rather than remaining to be invested in projects to insure greater self-sufficiency.


Today the capacity of the Russian government to mobilize and convert its economy into an engine of growth and to withstand imperial pressure is much weaker than the economy would have been if it was under greater state control.


Putin will have a difficult time convincing private owners of major Russian industries to make sacrifices – they are too accustomed to receiving favors, subsidies and government contracts. Moreover, as their financial counterparts in the West press for payments on debts and deny new credits, the private elites are threatening to declare bankruptcy or to cut back production and discharge workers.


The rising tide of Western military encroachments on Russia’s borders, the string of broken promises regarding the incorporation of Eastern Europe into NATO and the bombing and destruction of Yugoslavia in the 1990’s, should have shown Putin that no amount of unilateral concessions was likely to win Western acceptance as a bona fide “partner”. Washington and Brussels were unwavering in their strategy to encircle and maintain Russia as a client.


Instead of turning west and offering support for US-NATO wars, Russia would have been in a far better position to resist sanctions and current military threats if it had diversified and oriented its economy and markets toward Asia, in particular China, with its dynamic economic growth and expanding domestic market, investment capacity and growing technical expertise.


Clearly, China’s foreign policy has not been accompanied by wars and invasion of Russian allies and encroachment on Russia’s borders.


While Russia has now turned to increase economic ties with Asia in the face of growing NATO threats, a great deal of time and space has been lost over the past 15 years. It will take another decade to reorient the Russian economy, with its major industries still controlled by the mediocre oligarchs and kleptocrats, holdovers from the Yeltsin period.


With the closure of Western markets, Putin has had to ‘pivot’ to China, other Asian nations and Latin America to find new markets and economic partners. But his growth strategy still depends on oil and gas exports and most of Russia’s private ‘business leaders’ are not real entrepreneurs capable of developing new competitive products, substituting Russian technology and inputs and identifying profitable markets.


This generation of Russian ‘business leaders’ did not build their economic empires or conglomerates from the ‘bottom up’ – they seized and pillaged their assets from the public sector and they grew their wealth through state contracts and protection. Moscow now asks them to find alternative overseas markets, to innovate, compete and replace their dependence on German machinery.


The bulk of what passes for the Russian industrial capitalist class are not entrepreneurs, they are more like rent collectors and cronies – oriented to the West. Their origins are more often as gangsters and warlords who early on strong- armed their rivals out of the public giveaways of the 1990’s.


While these oligarchs have sought to gain respectability after consolidating their economic empires and hired public relations agencies to polish their images and economic consultants to advise them on investments, they have never demonstrated any capacity to grow their firms into competitive enterprises.


Instead they remained wholly dependent on capital, technology and intermediary imports from the West and subsidies from the Putin Administration.


The so-called Russian “capitalist” rentiers stand in sharp contrast to the dynamic Chinese public and private entrepreneurs – who borrowed overseas technology from the US, Japan, Taiwan and Germany, adapted and improved on the technology and are producing advanced highly competitive products.


When the US-EU sanctions came into force, Russian industry found itself unprepared to substitute local production and President Putin had to arrange trade and import agreements with China and other sources for inputs.


The biggest strategic flaw in Putin’s economic strategy was his decision to concentrate on gas and oil exports to the West as his ‘engine of growth’. This resulted in Russia’s dependency on high prices for commodity exports and Western markets. With this in mind the US and EU exploited Russia’s vulnerability to any drop in the world price for energy and its dependence on Western oil extraction technology, equipment and joint ventures.


Putin’s policy has relied on a vision of economic integration with the West alongside greater co-operation and political connections with the NATO powers. These assumptions have been proven wrong by the march of events: US and EU cooperation was tactical and contingent on asymmetrical, indeed unilateral, concessions from Russia – especially its continued willingness to sacrifice its traditional allies in the Balkans, Middle East, North Africa and especially the Caucuses.


Once Russia began to assert its own interests, the West turned hostile and confrontational. Ever since Russia opposed the coup regime in Kiev, the West’s goal has been the overthrow of Putin’s Russia. The ongoing Western offensive against Russia is not a passing phase: it is the beginning of a prolonged, intensified economic and political confrontation.


Though Russia is vulnerable, it is not without resources and capacity to resist, defend its national security and advance its economy.


What is to be Done?


First and foremost Russia must diversify its economy; it must industrialize its raw materials and invest heavily in substituting local production for Western imports. While shifting its trade to China is a positive step, it must not replicate the previous commodities (oil and gas) for manufactured goods trading pattern of the past.


Secondly, Russia must re-nationalize its banking, foreign trade and strategic industries, ending the dubious political and economic loyalties and rentier behavior of the current dysfunctional private ‘capitalist’ class. The Putin Administration must shift from oligarchs to technocrats, from rentiers to entrepreneurs, from speculators who earn in Russia and invest in the West to workers co-participation– in a word it must deepen the national, public, and productive character of the economy.


It is not enough to claim that oligarchs who remain in Russia and declare loyalty to the Putin Administration are legitimate economic agents. They have generally disinvested from Russia, transferred their wealth abroad and have questioned legitimate state authority under pressure from Western sanctions.


Russia needs a new economic and political revolution - in which the government recognizes the West as an imperial threat and in which it counts on the organized Russian working class and not on dubious oligarchs.


The Putin Administration has pulled Russia from the abyss and has instilled dignity and self-respect among Russians at home and abroad by standing up to Western aggression in the Ukraine.


From this point on, President Putin needs to move forward and dismantle the entire Yeltsin klepto-state and economy and re-industrialize, diversify and develop its own high technology for a diversified economy.


And above all Russia needs to create new democratic, popular forms of democracy to sustain the transition to a secure, anti-imperialist and sovereign state. President Putin has the backing of the vast majority of Russian people; he has the scientific and professional cadre; he has allies in China and among the BRICs; and he has the will and the power to “do the right thing”.


The question remains whether Putin will succeed in this historical mission or whether, out of fear and indecision, he will capitulate before the threats of a dangerous and decaying West.

It's well-deserved

Extraordinary, long interview with Stephen Cohen. 5700 words, with Part 2 coming next week. Cohen takes no prisoners, covers all the bases, and does not mince words.

He slices Tim Snyder of Yale, (who accused Cohen of being a Putin apologist) wondering how he can call himself a professor, dices Joe Biden and Boris Yeltsin, and then fricasses Brzezinski , Samantha Power, Victoria Nuland, Paul Wolfowitz, Strobe Talbott, and Fred Hiatt at the Washington Post, comparing the latter two to jilted husbands.

He says current US Russia policy reminds him of the behavior of heroin addicts, says George Bush Jr. was a liar (about the Iraq war), calls Obama a “shrinking failure”, says the NATO expansion argument is “crazy”, compares it to the AARP, - golly, and this is only the first half.

He rails against American hypocrisy, a lack of a serious debate in the US, and war crimes aided and abetted by Washington, rightly calling them “shameful”.

American media is “one hand clapping” and has “apologized for fascism”. He compares American journalists reporting about Ukraine to stenographers for Kiev.

It is not all carnage - he has strong praise for Russia scholars George Kennan, Jack Matlock, Isaiah Berlin.

We tried to pull out some good quotes, but honestly, it was hard to do, because the whole thing is one long, well deserved tirade. Lively reading from start to finish - we highly recommend taking the time for the whole thing.

Now this brings us to an observation: One reason Cohen goes on like this is that he has such a ridiculously rich target. US and EU policy and media have been such fantastic failures on this that one can spend a whole afternoon savaging them, and still be only half way through the mess.

It is a blunder of such epic proportions one strains for historic parallels: the Vietnam disaster, we suppose; Iraq, well yes, but that is about it.

And it’s not over. This could beat those two yet unless a responsible adult steps in and disciplines the neo-con media dolts and their true believers in office who wrought this moral and policy outrage.

This whole publication came into existence 6 short months ago because the need to point out the nonsense was so urgent, the target so rich, the hypocrisy and stupidity so rank.


The public spanking is not going to stop. It’s going to go on, and more voices will join in, and more people will start paying attention, sparks will fly, and well, we promise one thing, it will be entertaining…, and heads will roll.


As we never tire of pointing out, we’re just getting started.

So did most the guys who are now were still in editorial positions. Russia let them down.


They can’t forgive Russia anymore than they can the ex-wife who cheated on them.



On NATO:


Ukraine is about NATO-expansion-no-matter-what. Washington can go on about democracy and sovereignty and all the rest, but it’s about that … The hypocrisy, or the inability to connect the dots in America, is astonishing.


We can’t be children about this. Washington controls the IMF. Washington controls NATO. NATO and the IMF are the two agencies that can make war happen on a broader basis in Ukraine and in regard to Russia, or stop it.


People say every country that qualifies has a right to join NATO. No, they do not. NATO is not a junior Chamber of Commerce. It’s not a non-selective fraternity or sorority. It’s a security organization, and the only criterion for membership should be, “Does a nation enhance the security of the other member countries?”


The Ukrainian crisis proves beyond any doubt, being the worst international crisis of our time, that the indiscriminate expansion of NATO has worsened our international security. That’s the end of that story.


I don’t know what they think NATO is. Is it like AARP (American Association of Retired People) membership and you get discounts in the form of U.S. defense funds? It’s crazy, this argument.


US hypocrisy about fascism in the Ukraine:


“Is there a neo-fascist movement in Ukraine that … we should be worried about?” The answer is 100% yes. But admitting this in the United States has gotten a 100% no until recently,


German intelligence is … better than American intelligence when it comes to Ukraine - Merkel’s clearly worried about this. (fascist problem)


When you read the testimony of [Assistant Secretary of State] Nuland, this is never mentioned. But what could be more important than the resurgence of a fascist movement on the European continent? I’m not talking about these sappy fascists who run around the streets in Western Europe. I’m talking about guys with a lot of weapons, guys who have done dastardly things and who have killed people. Does that warrant discussion?


To what degree Russia is involved in East Ukraine:


By saying that this is not a civil war, it’s just Russian aggression—this omits the human dimension of the entire war, and also the agency of the people who are actually fighting in the east—the hairdressers, the taxi drivers, the former newspaper reporters, the school teachers, the garbage men, the electricians, who are probably 90 percent of those fighting. There are Russians there, from Russia. But Ukraine’s army has proved incapable of defeating or even holding off what began as a fairly ragtag, quasi-partisan, ill-equipped, untrained force.


US hypocrisy and guilt regarding war crimes in East Ukraine:


The horror of this has been Kiev’s use of its artillery, mortars and even its airplanes, until recently, to bombard large residential cities, not only Donetsk and Luhansk, but other cities. These are cities of 500,000 … or 2 million to 3 million. This is against the law. These are war crimes. …


The United States has been deeply complicit in the destruction of these eastern cities and peoples. When Nuland tells Congress there are 5,000 to 6,000 dead, that’s (not true) . … German intelligence says 50,000.


Ever since the Clinton administration, we’ve bleated on about the right to protect people who are victims of humanitarian crises. You’ve got a massive humanitarian crisis in eastern Ukraine. You’ve got 1 million people or more who have fled to Russia - another half a million having fled elsewhere in Ukraine. I don’t notice the United States organizing any big humanitarian effort.


Where is Samantha Power, the architect of “right to protect?” We have shut our eyes to a humanitarian crisis in which we are deeply complicit. This is what’s shameful, whether you like or don’t like Putin.


The foolishness of demonizing Putin:


There is very little basis for many of the allegations made against Putin, and that the net result was to make rational analysis in Washington on Russian affairs at home and abroad impossible, because it was all filtered through this demonization.


If we didn’t stop, I argued, it was only going to get worse to the point where we would become like heroin addicts at fix time, unable to think about anything except our obsession with Putin. … This has now happened fully. The article was turned down by the New York Times


It’s preposterous. But the demonization of Putin has become an institution in America. It is literally a political institution that prevents the kind of discussion that you and I are having.

Many were shocked when Kiev openly admitted that neo-Nazis are part of the Ukrainian armed forces, that they are controlled by Kiev and that without them "the Russian army" could not be stopped. Most of the Western media have completely ignored this scandalous statement.

According to Western politicians and media there is no real danger of Ukrainian nationalistic extremists taking over power or influencing politics in Ukraine. On the contrary, influential US neo-cons including professional Russophobe Anne Applebaum argues that the West must support Ukrainian nationalism: "Nationalism is exactly what Ukraine needs now."

Influential militant groups like Right Sector and Azov battalion advocate ethnic segregation, aggressive Ukrainaization, total subordination of everything to the ideology of Ukrainian nationalism, and the purge of anything non-Ukrainian.Their goal is to assimilate or exterminate all national and cultural minorities and establish unitary national state with a strong authoritarian leader.



Coincidence?

However, maybe radical Ukrainism is just a form of extreme nationalism that exists in every country or there is something more to it? What makes it different in comparison with nationalism/fascism in other countries?

These are four important reasonswhy Ukrainian neo-Nazis are much more dangerous than their European comrades:

1. Driven by clear political agenda, Western media are minimizing the role of Ukrainian neo-Nazis in Ukrainian society/politics. Yes, in Russia and the rest of the Europe, there are neo-Nazi and nationalistic groups but there is no country in the world where declared neo-Nazis control security services, hold important position in Ministry of Interior and in Parliament and so on. In other countries, neo-Nazis are just marginal political groups with no significant influence on the country's political life.

2. Western governments support and encourage Ukrainian nationalism/fascism. Western governments are not only ignoring and underestimating the power of the Ukrainian radical right, but they are directly encouraging and strengthening it, having in mind a long therm geo-political plan of establishing Ukraine as"Anti-Russia", as excellently explained by Nikolai Starikov.

That's the reason the Pentagon is providing training for Ukrainian volunteer battalions and considering arming them with lethal weapons. For example, have a look at the case of the detained Right Sector nationalist Savchenko, accused of torturing and killing civilians and journalists. Not only did she become a member of the Ukrainian Rada while in detention, but she was also recently approved as a member of Ukraine's delegation to the Parliamentary Assembly of the Council of Europe (PACE) by votes of European parliamentarians who are also supporting ludicrous Free Savchenko campaign.

3. Infiltration of neo-Nazis in Ukrainian institutions (parliament, government, military, police etc.). Many Western apologists of the Maidan coup d'état will mention the fact that the most prominent far-right organization Right Sector didn't pass the election threshold of 5% during Ukrainian parliamentary elections. However they will forget to mention that bothInterpol wanted Dmytro Yarosh and Borislav Bereza were elected as MPs thanks to mixed electoral system (both proportional and majoritarian) which allows direct election of MPs in their electoral districts.

Extreme right-wing populist Lyahsko, leader of the Radical Party, is also a member of ruling pro-NATO coalition. Even highly influential and anti-Russian US foreign policy journal: Foreign Policy wrote about his radical right, thuggish and scandalous behavior, including public torture of POWs. White power supremacist and Azov battalion leader Andriy Biletsky is part of Yatsenyuk's People's Front party that won the parliamentary elections. Currently he is an MP in the Ukrainian Rada and member of the ruling coalition.He is well-known for openly promoting his racist "white power" and Nazi views. Andriy Parubiy, co-founder of the Neo-Nazi Social-National Party of Ukraine, was appointed as a Secretary of the National Security and National Defense Committee. Together with current Prime Minister Yatsenyuk he founded the new People's Front party. Currently he is a MP and deputy speaker of the Ukrainian parliament.

Neo-nazi Azov battalion officially became a special military unit of Ukrainian interior ministry and it is under its control. So formerly neo-Nazi militants are part of the Ministry of Police. Furthermore, Vadim Troyan, deputy commander of Azov battalionhas been appointed as the head of the Kiev police. Poroshenko even decorated him for valor.

Even though, one can notice marginal presence of far-right parties in some of EU member states parliaments, no far right or neo-Nazi groups are part of a government, not to speak about being part of army and police forces.

4. Open state support to Ukrainian fascism Ukrainian nationalistic ideology is already deeply entrenched in the Ukrainian education system and openly promoted by Ukrainian mainstream media. For example, Nazi collaborator Stepan Bandera, accused for atrocities against Jews, Poles and Russians, is considered by many, especially youth and even "moderate" Poroshenko, as a positive historical figure, a national hero and founding father of the modern Ukrainian state.

In terms of ideology one can argue that Ukrainian nationalism is more Nazi-like because of Bandera's collaboration with Nazis, the Ukrainian SS division adored by many in western and central Ukraine, and Azov battalion's current popularity and strength. One could also argue that there is a difference between Right Sector fascist ideology and Azov neo-Nazi "white power" ideology, but they are both strong representative of radical Ukrainism and their goal is the same.

There are numerous reports about war crimes of nationalist volunteer battalions. It's obvious that these Ukrainian marauders are not afraid of the potential consequences and criminal proceedings against them for committing war crimes, since they are an integral part of the power structure in Kiev. This can explain why they openly brag about war crimes, recruit foreign Nazis for Azov and war tourism, admit to torture in - squeezing nipples with pliers, putting needles under fingernails, waterboarding, racketeering androbing companies and individuals allegedly for "patriotic cause" and branding Swastikas on prisoners’ buttocks.

As this article in the Financial Timesshows, the wheels are coming off Ukraine’s economy, with the IMF now admitting it needs a further $15 billion on top of the money already given within weeks to avoid total collapse.

This has come after news the Ukrainian Central Bank’s foreign exchange reserves have fallen below $10 billion.

Ukraine must pay a further $1.6 billion from these reserves before year end to fulfil its part of the gas deal the EU brokered between Ukraine and Russia on 30th October 2014.

This will push the Central Bank’s foreign exchange reserves down to even more critical levels.

Meanwhile Gazprom has said that despite Ukraine’s recent purchase of 1 billion cubic meters of gas from Russia, Ukraine’s total gas reserves are close to critical levels, endangering transit of Russian gas to Europe.


The article however exposes something else, which is perhaps even more important.

The last two paragraphs in the article show that the German Finance Minister Wolfgang Schauble has been obliged to telephone Anton Siluanov, Russia’s Finance Minister, to ask him not to call in Russia’s $3 billion loan, which becomes automatically repayable when Ukraine’s debt exceeds 60% of its GDP, something which everybody knows has now happened.


It also says that “George Osborne, the UK finance minister, expressed surprise at the request, attendees said, saying the EU was now asking for help from Russia at the same time it was sanctioning the Kremlin for its actions in Ukraine.”

In other words in order to “save” Ukraine (and their own political reputations) the European leadership is now being forced to turn to Russia for help - the same country they accuse of invading and destabilising Ukraine and which they have sanctioned.

The background to this is that Russia is Ukraine’s biggest creditor with Ukraine owing Russia around $35 billion. Money the IMF gives to Ukraine therefore inevitably ends up in Russia by way of debt repayments.

As we previously reported, another article in the Financial Times has confirmed what many have suspected - the western powers have been looking for excuses for Ukraine to renege on its debts to Russia whilst pretending it is not a default. To their intense frustration the western powers have discovered that the Russians were extremely careful to make their loans to Ukraine totally full-proof. The option of reneging on the loans does not therefore exist.

Transfers of yet more money to Ukraine from the West are now becoming so large and so open-ended that the point is probably soon coming (if it has not already come) when more transfers including the $15 billion the IMF is talking about would have to be authorised by national parliaments before they could legally happen.


At a time of economic austerity that might be very difficult to pull off, especially once it got known that most or even all the money would ultimately end up in Russia. At the very least it might lead to Western governments being asked serious questions in their parliaments about the policy in Ukraine they have been following - questions the governments might not want to answer or to have asked.


The result is that Western governments are turning to Russia for help since, as has been obvious from the start, it is only with Russia’s help that Ukraine can be stabilised politically and economically.


At the same time, as Merkel’s most recent comments show, they don’t want to make any concessions to Russia over Ukraine or modify their policy there.


This is the delusion the West’s Ukrainian policy has suffered from ever since talks about Ukraine’s association agreement with the EU first got started.


The West wants Ukraine to follow a pro-West pro-EU anti-Russia line. At the same time they want and expect Russia to pay the bills. They are then baffled and angry when Russia says no.


Though Russia goes on saying no, they refuse to take no for an answer. Instead they threaten and pass more sanctions and vilify and abuse Russia’s leadership in what is looking like an increasingly desperate hope that this will force Russia to back down and change its policy.


When that doesn’t happen they are left looking like a card sharp with no cards left to play.


The latest report from the IMF shows that the moment when this delusional policy finally comes crashing down to earth may not now be so far off.


The International Monetary Fund has identified a $15bn shortfall in its bailout for war-torn Ukraine and warned western governments the gap will need to be filled within weeks to avoid financial collapse.


The IMF’s calculations lay bare the perilous state of Ukraine’s economy and hint at the financial burden of propping up Kiev as it battles Russian-backed separatist rebels in its eastern regions.


The additional cash needed would come on top of the $17bn IMF rescue announced in April and due to last until 2016. Senior western officials involved in the talks said there is only tepid support for such a sizeable increase at a time Kiev has dragged its feet over the economic and administrative reforms required by the programme.


“It’s not going to be easy,” said one official involved in the talks. “There’s not that much money out there.”


People briefed on the IMF warning said the fiscal gap has opened up because of a 7 per cent contraction in Ukraine’s gross domestic product and a collapse in exports to Russia, the country’s biggest trading partner, leading to massive capital outflows and a rundown in central bank reserves.


The breakaway regions of the east accounted for nearly 16 per cent of Ukraine’s economic output before the start of hostilities.


Without additional aid, Kiev would have to massively slash its budget or be forced to default on its sovereign debt obligations. Since the bailout programme began in April, Ukraine has received $8.2bn in funding from the IMF and other international creditors.


Pierre Moscovici, the EU economics chief, said the European Commission was weighing a third rescue programme on top of the €1.6bn ($2bn) it has already committed to Kiev; the Ukrainian government has requested an additional €2bn from Brussels.


But Pier Carlo Padoan, the Italian finance minister who chaired a discussion of Ukraine’s financial situation at a meeting of his EU counterparts on Tuesday, said EU resources should only be mobilised if Kiev made a “stronger effort” towards implementing reforms.


At a meeting of his cabinet in Kiev, Ukraine’s prime minister, Arseniy Yatseniuk, insisted his government was prepared to put in place unpopular measures, including deep cuts in spending, a crackdown on the massive shadow economy and moves to deregulate the country’s uncompetitive economy.


“It’s hard for us to make ends meet ourselves,” Mr Yatseniuk said. “We are not begging for money, we are not moaning. We are saying: we are partners. If we are partners, then help us and this help will go both ways.”


Under IMF rules, the fund cannot distribute aid unless it has certainty a donor country can meet its financing obligations for the next 12 months, meaning the fund is unlikely to be able to send any additional cash to Kiev until the $15bn gap is closed.


The scale of the problem became clearer last week after Ukraine’s central bank revealed its foreign currency reserves had dropped from $16.3bn in May to just $9bn in November. The data also showed the value of its gold reserves had dropped by nearly half over the same period.


A person with direct knowledge of the central bank’s policy said part of the drop had been due to large-scale gold sales.


An IMF mission is currently in Kiev for talks with the government on the future of the programme.


According to two people who attended the EU meeting, concern over Ukrainian finances has become so severe that Wolfgang Schäuble, the German finance minister, said he had called his Russian counterpart, Anton Siluanov, to ask him to roll over a $3bn loan the Kremlin made to Kiev last year.

The Western media has created a fictional account of events in Ukraine. The coup organized by the Obama regime that overthrew the elected democratic government in Ukraine is never mentioned. The militias decked out in Nazi symbols are ignored. These militias are the principle source of the violence that has been inflicted on the Russian populations, resulting in the formation of the break-away republics. Instead of reporting this fact, the corrupt Western media delivers Washington’s propaganda that Russia has invaded and is annexing eastern and southern Ukraine. British and European politicians parrot Washington’s lies.


The Western media is complicit in many war crimes covered up with lies, but the false story that the Western media has woven of Ukraine is the most audacious collection of lies yet. Truly, truth in the Western world has been murdered. There is no respect for truth in any Western capital.


The coup in Ukraine is Washington’s effort to thrust a dagger into Russia’s heart. The recklessness of such a criminal act has been covered up by constructing a false reality of a people’s revolution against a corrupt and oppressive government. The world should be stunned that “bringing democracy” has become Washington’s cover for resurrecting a Nazi state.

На саммите Украине — Евросоюз, который состоялся 27 апреля в Киеве, украинское руководство в лице президента Украины Петра Порошенко и премьер-министра Арсения Яценюка гордилось собой так, что даже предложило считать этот 17-й по счету (с момента подписания Соглашения о партнерстве и сотрудничестве между Украиной и ЕС в 1994 году) саммит «первым в новой Украине». Дескать, до «евромайдана» все только говорили о возвращении в «евролоно», а мы теперь туда входим с головой. «Это первый саммит после подписания Соглашения об ассоциации между Украиной и ЕС. Я бы его назвал саммитом солидарности и ассоциации», — сказал украинский президент.

Более того, Порошенко так «перло» от собственной значимости и переполняющих его надежд, что он заявил: «Мы амбициозны в своих планах и вере, и именно поэтому декларируем, что через 5 лет мы должны обеспечить эффективную имплементацию соглашения об ассоциации и достичь условий, необходимых для подачи заявки на членство в ЕС. Стратегическим ориентиром наших стремлений к преобразованию является перспектива членства в Европейском Союзе. Это — ключевая цель, ради которой проводятся реформы, это ключевая цель нашей программы „Стратегия-2020“, и убедительная поддержка этого курса гражданами постоянно подтверждается опросами общественного мнения».

По его мнению, это так реально, что даже звездочки на флаге ЕС во время саммита видны ярче — так все украинцы поголовно хотят в ЕС, а евроустремления их едины, как никогда ранее. Яценюк от президента не отставал и пообещал всем, что через пару лет «украинский язык станет официальным рабочим языком в ЕС». Для этого ЕС только должен поднатужиться и дать его правительству немного денег, чтобы «запустить в Украине правильные реформы». Чтобы все было хорошо и с выполнением Украиной своих обязательств в обеспечении энергетической безопасности Европы, и с проведением этих самых «правильных реформ».

Но именно в этом месте лица президента Европейского союза Дональда Туска и председателя Еврокомиссии Жана-Клода Юнкера заметно поскучнели. И стало понятно, почему в Киев на саммит не приехала их формальная подчиненная — верховный представитель ЕС по иностранным делам и политике безопасности Федерика Могерини. Если Туск и Юнкер не могут не освящать такие мероприятия по должности, то Могерини надо заниматься конкретикой. И ей некогда расшаркиваться на всяких протокольных и бессмысленных с точки зрения результатов мероприятиях. Вот она и поехала к Генсеку ООН Пан Ги Муну решать проблемы беженцев из Африки в Европу, у берегов которой они в последнее время тонут особо массово.

А саммит Украина-ЕС однозначно можно назвать провальным с точки зрения конкретных результатов. Обещаниями вожделенных украинским президентом «солидарности и ассоциации» со стороны Европы все и закончилось. Первоначально саммит анонсировался как мероприятие, посвященное проведению всего комплекса необходимых Украине реформ, как в экономике, так и в политической сфере и госстроительстве, в частности конституционной реформы, реформы по децентрализации, борьбы с коррупцией, судебной системы, реструктуризации энергетического сектора и улучшение бизнес-климата. Отдельно анонсировался вопрос направления миротворческой миссии ЕС на Донбасс в рамках, разумеется, общей европомощи Украине в урегулировании конфликта в Донбассе и соблюдению «Минских соглашений-2».

А совместным заявлением по итогам саммита Украина была резко опущена на землю. Всего указанного выше на саммите стороны коснулись, но все свелось лишь к констатации, что «что-то начато, но нуждается в развитии и углублении». А на самом деле оказался прав глава комитета Госдумы России международным делам Алексей Пушков, который перед мероприятием провидчески и со знанием дела написал в своем микроблоге в Twitter: «Саммит ЕС-Украина станет не саммитом слияния и восторга, а саммитом требований к Киеву. В ЕС все более недовольны его политикой».

Даже проведение всесторонних экономических и политических реформ отошло как-то в тень. На проведение реформ было обещано выделить еще 1,8 млрд. евро. Но потом, когда станет понятно, куда пойдут деньги. Провален вопрос предоставления безвизового режима гражданам Украины: Киев не выполнил план мероприятий по внедрению этого положения в жизнь. Отказано Киеву и в предоставлении дополнительных вооружений от ЕС и НАТО. Накануне саммита президент Словакии Андрей Киска четко высказал общую позицию ЕС и Альянса: «Никто не может запретить Украине покупать оружие в рамках двусторонних отношений. Это ее свободный выбор и выбор государства, которое ей этой оружие продает. Совершенно точно, что и Евросоюз, у которого нет такого инструмента (для поставок оружия — ред.), и НАТО, как единая структура, ни к чему такому не должны подключаться».

Главное же требование ЕС к Киеву — безоговорочное выполнение «Минских соглашений-2». По всем пунктам: от необходимости поддержания режима прекращения огня до освобождения пленных, обмена задержанными и проведения конституционной реформы в Украине с учетом ситуации в Донбассе и децентрализации государственного устройства страны. И фактически осталась без удовлетворения главная просьба Украины — о введении в зону гражданской войны в Донбассе миротворческой военной полицейской миссии ЕС. По словам Порошенко, ЕС только пообещал «рассмотреть этот вопрос и помочь в этом». Однако глава Еврокомиссии Юнкер был категоричен: Евросоюз может послать в Донбасс свою миссию, чтобы изучить проблему обеспечения европейской безопасности". «Но то будет оценочная миссия, а не военная. Она поможет миссии ОБСЕ», — сказал он и таким образом похоронил планы Киева по втягиванию Европы в военный конфликт в Донбассе.

В общем, саммит Украина-ЕС в Киеве только подтвердил те две причины, по которым Украина в обозримом будущем не станет членом ни НАТО, ни ЕС, и по которым от нее «устает» Запад, что Европа, что даже США, являющиеся главным куратором происходящих в этой стране перемен. И это не происходит не потому, что в Соглашении об ассоциации между Украиной и ЕС, как известно, нет пункта о членстве. Все гораздо прозаичнее и прагматичнее — Украина не выполняет того, под что ее «затачивали» на Майдане-2013/2014.
Во-первых, после так называемого «евромайдана», под который был замаскирован банальный госпереворот на западные деньги и для обеспечения западных интересов, прошло больше года, а Украина так и не стала примерным и образцовым «светочем рыночных реформ и демократии». Не было выполнено ничего из того, что было декларировано под огнем «коктейлей Молотова» и в крови избиваемых правоохранителей и манифестантов. Нет ни рыночных реформ, ни демократии. Наоборот — страна погрязла в еще большей коррупции и внешних долгах, оказалась на грани международного дефолта и внутреннего олигархического передела собственности и сфер влияния, а повсеместный политический террор, расправы над инакомыслящими стали нормами политической жизни. Не говоря уже о том, что «национальное возрождение Украины» подменяется строительством этнократии — «украинской Украины» с возрождением неонацизма, ксенофобии и расовой нетерпимости.
Во-вторых, Киев оказался неспособным выполнить даже военные задачи по разгрому и самопровозглашенных ДНР и ЛНР в Донбасс и зачистке этих территорий на границе с Россией для использования их в интересах США и НАТО. ДНР и ЛНР не побеждены, территория не зачищена, даже Россия полноценно не втянута в конфликт, что ставит под удар международные санкции, которые под давлением США ввели многие их сателлиты, а теперь жалеют об этом. Особенно в Европе, где первую скрипку в этом проявлении недовольства все больше играет Германия.
Украина, таким образом, медленно, но уверенно превращается в некую «мертвую зону», кормить которую Западу становится накладнее с каждым днем. И саммит в Киев должен был подтолкнуть Украину. С одной стороны, продемонстрировать, что Запад по-прежнему с Киевом. Однако с другой — дать понять, что если Киев не будет ничего делать, то вскоре он может остаться один на один со всеми своими проблемами. В Брюсселе явно надеются, что если в Киеве это поймут, то начнут хоть что-то делать более решительно и последовательно.
Наивные жители Евросоюза… Президент Порошенко не скрывал, чему он доволен больше всего из того мизера, что ему удалось получить. В совместном заявлении сказано, что Россией должна быть освобождена «героиня украинского народа» Надежда Савченко. И что санкции против России будут продолжены, если не прекратится ее «агрессия» против Украины. Т.е., заявлена типичная украинская позиция: это ничего, что у нас коровы нет, главное — чтобы корова у соседа сдохла, а уж мы этому поможем.

Канада: «Мы спровоцировали гнев Кремля»

В свете расширения участия Канады в военных операциях на Ближнем Востоке против Исламского Халифата государственная радиостанция Radio Canada уделяет внимание болезненному вопросу участия канадцев в «джихаде против неверных». Количество подданных Канады, принявших участие в столкновениях на стороне исламистов, могло возрасти примерно на 50% за последние три или четыре месяца, констатирует радиостанция со ссылкой на Мишеля Куломба (Michel Coulombe), возглавляющего Службу канадской разведки. В то же время спецслужба Канады не проявляет особого желания озвучивать точные цифры относительно того, сколько канадцев воюют за рубежом, по причине, заключает СМИ, «постоянно возрастающего их числа». Но из доклада Куломба перед комитетом Сената по национальной безопасности и обороне, делают выводы журналисты, можно предположить, что сейчас в Ираке и Сирии сражаются на стороне джихадистов около 75 человек с канадскими паспортами.
Директор Службы канадской военной разведки в то же время воспользовался своим появлением перед комитетом, который изучает проект закона против терроризма, чтобы поддержать этот закон. Куломб подтверждает, что, согласно новому законодательству, — если оно будет принято — «будут удовлетворены меры безопасности, существенно необходимые для страны».
Куломб подчеркнул, что когда возглавляемая им служба была создана, — «что произошло тридцать лет тому назад» — главной проблемой государственной безопасности Канады было «присутствие иностранных шпионов», что «не представляло непосредственной и немедленной угрозы общественной безопасности». Но, «с появлением террористической угрозы», которая «нависла над страной и не исчезает вот уже несколько лет», главный разведчик Канады уверен, что «отныне спецслужба страны должна быть готова реагировать намного быстрее».
«Радио Канады» отмечает, что Мишель Куломб согласен с тем, чтобы Служба канадской разведки, в соответствии с предложенным новым законом, получила все необходимые права для того, чтобы сокращать террористическую угрозу. Если закон будет принят, то спецслужба получит право на следующие действия, которые пока совершать не имеет права: прекращать финансовые переводы, совершаемые посредством интернета, в любой момент дезактивировать мобильный телефон, используемый в террористических целях, следить за оборудованием, используемым для террористической активности.
Со своей стороны, заместитель директора службы разведки Канады Майк Кабана (Mike Cabana) также призвал комитет Сената как можно скорее принять проект антитеррористического закона. Он также несколько раз напомнил, что решение расширить штат Службы канадской военной разведки на 600 служащих в целях борьбы с терроризмом «недостаточно в длительной перспективе», потому что «это может ослабить службу в других сферах — например, борьбе против организованной преступности и шпионажа».

Служба канадской военной разведки была создана 21 июня 1984 года. Сначала главной целью ее работы были сотрудники разведки СССР, которые занимались шпионажем на территории Канады. Затем главным объектом работы канадской контрразведки стали китайские спецслужбы. Сейчас цель номер 1 Службы канадской разведки и безопасности стали экстремисты исламского толка. Главная разведслужба страны неоднократно критикуется в СМИ Канады за недостаточную прозрачность и открытость.
«Русский ответ на кампанию русофобии»
Канадское издание на французском языке, La Presse, пишет о том, что в России появилась "газета, сопоставимая с «Шарли». Речь идет об издании «Шарж и перо». Канадский ежедневник подчеркивает, что это бесплатное российское юмористическое издание на четырех страницах будет запрещено для читателей меньше 18 лет и «полностью посвящено событиям на Украине». При этом La Presse ссылается на пресс-секретаря движения «Антимайдан» — которое и представило новое издание — Валерия Заборовского.
Канадская газета передает, что «движение Антимайдан объединяет в значительной степени клубы байкеров, спортсменов и бывших комбатантов и было создано, чтобы противостоять гипотетическому восстанию сил оппозиции… подобному тому, что произошло на Украине во время правления пророссийского президента Виктора Януковича, и… свергло режим спустя год после начала волнений на площади Майдан в Киеве».
«Все авторы опубликовали свои карикатуры и стихи бесплатно», уточнил Заборовский в комментариях прессе во время первой раздачи издания возле украинского культурного центра, на маленькой пешеходной улочке в центре Москвы.
«На Украине, как и вообще на Западе, очевидна широкая кампания русофобии. Но в то же время с нашей стороны, стороны русских артистов, не было до сих пор никакого ответа на эту кампанию» — цитирует канадское издание La Presse карикатуриста Михаила Серебрякова, который нарисовал обложку первого номера новой газеты.
Внимание канадской газеты привлекла одна из карикатур «Шарж и перо», на которой изображены президент США Барак Обама, канцлер Германии Ангела Меркель, премьер-министр Великобритании Дэвид Кэмерон и канадский премьер-министр Стивен Харпер, закрывающие глаза и рты. Под карикатурой небольшой текст поясняет: «Мы тут, на Западе, решили, что вся агрессия исходит из Москвы. Наши рты и глаза закрыты, но это не наша вина. Ты, Москва, очень злая, а Запад добрый».
Следующее издание газеты будет посвящено пятой колонне, название которой, утверждает канадское издание, служит «для Кремля и его сторонников обозначением оппозиции в России». В то же время, пишет La Presse, "прокремлевские силы очень твердо осудили публикацию карикатур на пророка Магомета во французском еженедельнике «Шарли Хебдо» (Charlie Hebdo), ставшем целью атаки джихадистов в январе этого года в Париже, в результате чего 17 человек были убиты.
То же издание пишет и о том, как происходит развертывание сил США и Канады на территории Украины после решения этих западных стран — добавляя и Великобританию — отправить своих инструкторов для обучения украинских военных. Американская армия, — пишет канадское издание — уже разместила на Украине около 300 парашютистов, «чья миссия состоит в том, чтобы тренировать украинских военных перед сражением с прорусскими сепаратистами». La Presse утверждает, что это событие уже спровоцировало «гнев Кремля, который кричит о дестабилизации». Пресс-секретарь американской армии Дональд Вренн (Donald Wrenn) подтверждает западным СМИ появление на Украине военнослужащих США, уточняя, что они приписаны к 173-й бригаде. Обычно они базируются на территории Италии, но сейчас расквартированы в Яворово, неподалеку от Львова и украинско-польской границы. Здесь американские солдаты и офицеры будут находиться, по замыслу высшего руководства своей страны, одобренному украинскими властями, шесть месяцев.
Канадский ежедневник напоминает, что «американские инструкторы уже участвовали в совместных учениях с украинской армией». Но «парашютисты 173-й бригады впервые будут обучать 900 солдат Национальной гвардии Украины, подчиненной министерству внутренних дел Украины и состоящей большей частью из добровольцев, образовавших когда-то милицию самозащиты Майдана…. проевропейского движения, которое было подавлено в крови в феврале 2014 года».
Реакция Москвы, по мнению канадского издания La Presse, состояла в том, что Кремль «бичевал американское военное присутствие на Украине, которое в ближайшем времени серьезно дестабилизирует ситуацию в стране», этой «бывшей советской республике, вовлеченной в вооруженный конфликт с прорусскими сепаратистами, унесший жизни больше 6 тысяч человек за один год». Издание приводит заявление пресс-секретаря Кремля Дмитрия Пескова, заявившего, что «присутствие специалистов из… одной страны (США — прим. ИА REGNUM) и на треть не облегчит улаживание конфликта».
Россия «обвиняет США в поощрении народного восстания на Майдане в Киеве в конце 2013 — начале 2014 года, что привело к падению прорусского президента Виктора Януковича». После этого последовала «аннексия украинского полуострова Крым» (речь идет о воссоединении Крыма с Россией по итогам всенародного референдума на полуострове в 2014 году, во время которого подавляющее большинство населения Крыма высказалось в пользу отмены решения Коммунистической партии СССР передать Крым Украинской ССР, и возврата в Российскую Федерацию — прим. ИА REGNUM). Затем — «разразилось сепаратистское прорусское восстание на востоке страны… и Киев, и Запад обвиняют Россию в том, что та вооружает повстанцев и разместила здесь регулярные войска… что Москва постоянно отрицает».
Обучение добровольцев Украины, перешедших под юрисдикцию МВД страны, иностранными инструкторами продлится шесть месяцев, после чего военный персонал США будет заменен. Американцы, — уточняет канадское издание. — не только должны обучить украинцев «технике сражения», но и «усилить профессионализм и ноу-хау военного персонала», заявил представитель американского военного командования Жозе Мендос (Jose Mendez) в специальном коммюнике.
Причем просьбу о проведении подобных маневров в адрес США направила сама Украина. Учения называются «Стражи без страха» и уже начались на этой неделе. «Этот инструктаж… поможет Украине защищать свои границы и свой суверенитет» — уточнил в комментарии для прессы капитан армии США Ашиш Пател (Ashish Patel). И подчеркнул, что «военное оборудование, которое будет использовано во время совместных учений… не передадут украинской армии после окончания маневров».
Со своей стороны, пресс-секретарь так называемой антитеррористической операции (АТО) на востоке Украины Андрей Лысенко подчеркивает, что «американские инструкторы обладают огромным опытом сражений, который мог бы быть полезен украинским военным во время столкновений». Он говорит о том, что «американцы научат украинцев осуществлять первую медицинскую помощь, реагировать на стрельбу и обнаруживать позиции мятежников».
Со своей стороны, напоминает канадское издание, Великобритания готова отправить 75 военных инструкторов на Украину, а Канада уже объявила о грядущей отправке 200 своих солдат туда же. Но именно США "предоставляют сильнейшую поддержку Украине во время кризиса, послужившего причиной самого глубокого ухудшения отношений между Западом и Россией после холодной войны. La Presse говорит о том, что это Вашингтон отправил в Киев военного оборудования примерно на 75 миллионов долларов. Но при этом, «несмотря на политическое давление, американский президент Барак Обама отказывается поставлять серьезные вооружения на Украину». Одновременно с этим некоторые европейские союзники США, «в частности Германия, боятся, что такие поставки могут, наоборот, способствовать эскалации конфликта на востоке Украины».
Последнее хрупкое перемирие — заключает статью La Presse — было достигнуто в Минске, столице Белоруссии, в середине февраля, при посредничестве канцлера Германии Ангелы Меркель и французского президента Франсуа Олланда, в присутствии российского президента Владимира Путина.
«Кто ответит за смерть сержанта Дойрона»
Общенациональное англоязычное издание Канады, Glob and mail, посвящает большой материал гибели канадского военнослужащего в Ираке. Статья называется «Оттава не хотела бы обнародовать итоги расследования о гибели канадского солдата в Ираке».
Рапорт о смерти канадского военнослужащего в Ираке, подготовленный специальными службами США, полностью готов, но не будет обнародован, заявляет министерство обороны Канады. Вместо этого, данные будут использованы в двух расследованиях военных Канады, предпринятых с целью выяснить обстоятельства гибели сержанта Эндрю Дойрона (Andrew Doiron), произошедшей 6 марта в северной части Ирака. Канадский военнослужащий был убит курдскими бойцами во время того, что Канадские Вооруженные силы называют «дружественным огнем» (инциденты, во время которых бойцы погибают от огня своих же частей — прим. ИА REGNUM).
Военные, пишет издание, до сих пор сопротивляются более детальному изучению того, что случилось с сержантом Дойроном. Подобная ситуация произошла и в 2002 году, после другого инцидента, связанного с «дружеским огнем», когда американский военный самолет F-16 по ошибке сбросил бомбы на позиции в Афганистане, где находились четверо канадских солдат, погибших в результате ошибки пилота.
Министр обороны Канады Джейсон Кенни (Jason Kenney), комментируя случившееся, заявляет, что Канада «уже владеет рапортом специальных служб относительно гибели сержанта Дойрона… который мы получили от США на этой неделе». Он заверил в этом депутатов палаты общин Канады.
Информация, содержащаяся в рапорте, была получена в ходе специального расследования, проведенного в Ираке. «Это было расследование в течение недели, основанное на фактах и выводах» — заявляет министерство обороны Канады в специальном коммюнике. Совершенно ясно и точно определено, что гибель канадского сержанта произошла по вине солдат, не имеющих отношения к Канаде. В то же время американский рапорт не будет обнародован. «Информация, которую мы получили, будет комбинирована с тем, что мы узнали в результате собственного расследования, после чего мы двинемся дальше» — заявляет военное ведомство Канады для прессы. Решение сохранить отчет спецслужб США в тайне, — отмечает издание Glob and Mail — вызывает ряд вопросов относительно «транспарентности канадской миссии» (в Ираке и Сирии — прим. ИА REGNUM).
Издание напоминает, что его корреспондент Марк Маккиннон (Mark MacKinnon) безуспешно пытался посетить место гибели канадца в северном Ираке, несмотря на то, что у него было одобрение на это президента Курдистана и министерства Пешмерга (аналог министерства обороны в иракском Курдистане — прим.ИА REGNUM). Журналист всего лишь, пишет газета, «искал возможности пояснить картину гибельного инцидента… и был загадочным образом проинформирован, что расследование завершено».
Издание подчеркивает, что 69 солдат войск специального назначения Канады принимают участие в операциях против Исламского Халифата в северном Ираке и заняты инструктажем и советами бойцам курдских вооруженных формирований.
Канада ограничила изучение гибели сержанта Дойрона общим расследованием, проведенным командованием специальных военных сил Канады и отдельным обзором канадской военной полиции, которые попытались выяснить, почему ошибка произошла. Курдские ополченцы также принимали участие в расследовании в качестве свидетелей.
Представитель Либеральной партии Канады Джойс Мюррэй заявляет о том, что правительство могло бы «сделать все лучше». Он добавляет — «становится совершенно ясно, что единственный путь предоставить канадцам полную информацию о случившемся — полное и детальное расследование произошедшего».
